Enhanced Institutional Capacity for Talent Retention

As part of the “WeLead EU Scheme for Young Professionals in the Western Balkans” project, we will organize high-level visits to institutions to raise awareness of the strategic development of human resources and talent retention, particularly of young civil servants. Public institutions need to invest in the human capital of the institution, especially in talent retention. The strategic development of human resources implies also a smarter engagement of young civil servants through appropriate culture, organizational learning, and knowledge ecosystems that can accelerate the delivery of institutions’ mandates. To effectively address brain-drain, the human resource function needs to be strengthened through the development of capabilities for effective human and institutional knowledge management. Young public officials need to have an appropriate and visible role in the institutions where they are working, at the same time, public institutions should become a place where young officials can realize and materialize their potential.
