As part of the “WeLead EU Scheme for Young Professionals in the Western Balkans” project, we will organize high-level visits to institutions to raise awareness of the strategic development of human resources and talent retention, particularly of young civil servants. It is crucial for public institutions to invest in their human capital, with a specific focus on retaining talents. Strategic human resource development implies also smarter engagement of young public officials through appropriate organizational culture, learning and knowledge ecosystems that can accelerate the delivery of institutions’ mandates. To effectively address brain drain, it is critical to strengthen the human resource function by developing capabilities for effective human and institutional knowledge management. Young public officials should have a meaningful and visible role in their institutions, while public institutions should create an environment where young officials can unlock and realize their potential.
