2025-2029 Strategic direction

Our strategic objective is to serve as leaders in learning and to inspire public officials as individuals and teams to shape institutional governance. The overall impact that we aspire to through our work is the development of successful economies and fair societies in our constituency.

    As a leader in applying people-centered learning approaches and trusted learning organization, we aim to:

  • Remain working with ministries of finance, central banks and tax administrations in our constituency as our primary target audience.
  • Align our thematic focuses and projects with the strategic goals of our constituency, while responding to key trends, including green and digital transformations and gender equality.
  • Implement our learning and knowledge sharing program through innovative, multi-year capacity development projects, in close cooperation with a growing number of knowledge partners, and in synergy with complementary capacity development initiatives across South East and East Europe.
  • Anchor our learning and knowledge sharing initiatives in the technical, leadership and learning challenges that individuals, teams and institutions are facing.
  • Contribute to the 2030 Agenda, focusing on SDG 16 (peace, justice, and strong institutions) and SDG 17 (partnerships); accession process oof EU candidates, and Enhancing the European Administrative Space in support of the EU's ComPAct.
  • Stay open to extend our constituency in the EU neighborhood and other interested regions.
  • Maintain our role as an inclusive, trusted partner, fostering dialogue and cooperation.
  • Expand our focus from promoting learning and knowledge sharing at the level of individual officials to teams and institutions.
  • Strengthen our position as a visible leader in regional cooperation.
  • Build a resilient and competitive organization, ready to adapt to change.
