Partnering Creates Synergies for Learning Events and Technical Assistance.

To address our member countries’ priorities and needs, we work closely with the International Monetary Fund (IMF). The CEF currently hosts one Fiscal Affairs Department (FAD) technical assistance advisors, covering public financial management (PFM).

Until mid 2025, the CEF hosted additional PFM advisor and a revenue administration advisor; and from 2016–2019 a government finance statistics advisor.

Advisor is funded by the EU-financed program to support economic governance and public finance management in six pre-accession countries: Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia. Offices and administrative support at the CEF is an in-kind contribution from the Slovenian Government through the CEF.

Our organizations’ efforts in the region are complementary and mutually reinforcing. IMF technical assistance missions help pinpoint needs for learning and knowledge sharing among practitioners. The CEF then designs workshops that address these needs, bringing together peer institutions and experts from the region and beyond. Many of the courses are delivered by the IMF advisors, who contribute content that is strongly informed by their missions.

Our learning events are highly participatory and include an evaluation process to ensure that we capture input to inform and strengthen the future activities. This deepens the benefits of technical assistance while helping the IMF advisors prioritize areas that need further work. These unique synergies have contributed to a steady rise in our member countries’ demand for help with capacity development.
