Training of Trainers: Transforming Public Institutions into Learning Organizations
This learning initiative offers a holistic approach to the understanding of what is a learning organization and why and how public institutions can transform into ones. This will be discussed in the context of the ERP process and making it more efficient and engaging. The learning process will be highly participatory, experiential, and dynamic.
About this learning event
This learning initiative will consist of several complementary elements: in the beginning, the participants will get learn what is a learning organization and why is this form of institutional arrangement interesting for the public sector. They will get acquainted with the CEF’s methodology “Public Institutions as Learning Organizations”.
The attention will then focus on the fourth building block of the methodology – knowledge capturing, sharing, and packaging. Participants will learn and discuss the importance of systematic knowledge management and the respective enabling environment that needs to be nurtured for it to work. The focus will deepen on the practical aspects of knowledge management by developing knowledge management strategies.
The next activity will be a study visit to an organization that is leading research on knowledge management and organizational learning in Ljubljana.
To get even more practical, the participants will learn and exercise designing and facilitating dynamic and engaging learning and knowledge-sharing events. This part will equip them with ideas and skills of how to implement certain aspects of the learning organization upon returning to their institutions.
The specific learning objectives are:
- Understand the concept of public institutions as learning organizations
- Learn how to identify critical knowledge, capture and share it within teams and institutions
- Prepare a learning and knowledge-sharing plan
- Explore how to create a safe and motivating learning environment
- Reflect on lessons learned by using feedforward technique
- Try out tools and facilitation techniques that can empower the discussions and learning in virtual environment
- Explore the characteristics of various learning styles and their effective utilisation
- Demonstrate elements of a powerful presentation.
Who should attend
This learning event has been designed for ERP process participants, public officials responsible for HR and capacity development at their institutions, CEF coordinators, public officials working on a particular sectoral policy at ministries of finance and line ministries, team leaders, and others interested in knowledge management.

Practical information
No fee will be charged to public officials. Flights, transfers, accommodation in Slovenia, and meals during the event will be funded for up to three officials per country from countries under the Instrument for Pre-Accession (IPA). Applications of additional self-funded candidates from the South East Europe region (and beyond) will be considered as far as space permits.
