About this learning event

In the introduction, the workshop will help participants change how they think about cybersecurity. They will discuss the concepts of threat and defense and explore how to protect ourselves (basics of risk management). 

Later on, the activities will be divided into two parts:

  1. What is tax fraud?

The following topics will be discussed: 

  • Typologies/mechanisms of tax fraud - Different kinds of tax fraud – similarities, differences, etc. (under-reporting income, overreporting costs, “running from the bill” – no payment, money laundering)
  • What creates the criminal possibilities – including digitalization and globalization (fictitious documents – invoices, ID-doc, bank statements, agreements, etc) 
  • Financial cybercrime  (dark web/darknet markets, types of cryptocurrencies, decentralized Finance, and NFTs) 

Participants will have plenty of opportunities to practically work on real or imaginative cases and test their knowledge. 

  1. How to combat tax fraud?

The following topics will be discussed: 

  • How does the tax administration detect the cases and start audits/administrative treatment?
  • When is the case “handed over” for investigation
  • Investigating the criminal cases (how do you choose which cases to investigate,  legislation’s impact, case study on dark web) 
  • New kind of “customers” (Criminals entering legal businesses – what is the impact and what are the risks?)
  • The whole of society, whole of government approach – bilateral and trans-agencies approach?

Participants will have plenty of opportunities to practically work on real or imaginative cases and test their knowledge. As countries take different approaches to combat fraud, participants will be encouraged to share their experiences and learn from each other.

Who should attend

Officials of risk management units, legal departments, customs, and tax fraud investigation units are encouraged to apply.
