The purpose of this online coordination meeting is to identify interest for the banking regulation and supervision (BRS) capacity development offer for the region. It is planned that this offer entails a series of CEF-facilitated online knowledge sharing sessions for BRS practitioners. These sessions could be focused at (1) supporting BRS practitioners’ leadership skills development and (2) enabling their knowledge and experience sharing with peers across the region. They could contribute to a customized CEF program to inspire practitioners as individuals and teams in applying the latest standards, regulations, and technologies in the field of BRS.

About this learning event

Upon request of the CEF Governing Board in 2019, the CEF has been further developing its learning and knowledge sharing program for the target group of banking regulators and supervisors in support of stability of the banking and financial sector. We have been investigating opportunities to host a regional Banking Regulation and Supervision (BRS) advisor at the CEF headquarters. In cooperation with the IMF MCM, we carried out in 2020-2021 a survey and follow-up interviews with this target group in the Western Balkans and Moldova to assess capacity development needs.

As a result, the CEF has been bringing forward new initiatives in the field of both micro-prudential regulation and supervision, as well as on financial stability and macro-prudential policy-making. We have been ensuring that relevant stakeholders learn how to best implement the elements of prudential regulation to harmonize these with the standards and European regulation. Many of those activities have been delivered in close cooperation with the IMF MCM, as well as central banks and supervisory agencies from the CEF constituency. At the same time, the IMF MCM has been delivering additional short-term and bilateral technical assistance engagements, based on expressed needs from the region.

The CEF has also been mapping out the offer of other knowledge providers that address the same target audience. We have been identifying a clear gap in learning and knowledge sharing opportunities that would address how new standards, regulations and technologies in the field of BRS are applied in practice, enhancing the target groups’ leadership capacities in the process.

  • Angelovska Bezhoska, Governor, National Bank of the Republic of North Macedonia (NBRNM)
    Ms. Angelovska Bezhoska has been Governor of the National Bank of the Republic of North Macedonia (NBRM) since 2018. She joined the central bank in 2004, where she worked in a number of positions, including Chief Economist and Vice Governor in charge of monetary policy. Prior to joining the central bank, she worked as an economist for the International Monetary Fund’s European Department. During her career she has also represented the central bank at IMF meetings, and was a member of the Irving Fisher Committee on Central Bank Statistics at the Bank for International Settlements in Basel. Governor Angelovska Bezhoska holds a Ph.D. in Macroeconomics from the University of Ljubljana, Slovenia.

  • Vladimir Munteanu, First Deputy Governor, NBM
    Mr. Munteanu was appointed as First Deputy Governor and Deputy Chairman of the Supervisory Board of the National Bank of Moldova (NBM) in October 2016, after having gained 20 years of experience in the financial-banking sector. In that period, he has held various advisory positions at the IMF and World Bank. In 2018-2019, Mr. Munteanu chaired the CEF Governing Board. In that period, he has initiated the CEF’s deepening of its learning and knowledge sharing offer in the field of banking regulation and supervision. Mr. Munteanu graduated from the Academy of Economic Studies of Moldova, Faculty Finance and Credit; and holds a Master's Degree in Public Administration Policy and Management from Harvard University, USA.

  • Irena Vodopivec Jean, Vice Governor, Bank of Slovenia
    Ms. Vodopivec Jean has been Vice Governor of the Bank of Slovenia (BSI) since 2015, governing – inter alia – the Banking Supervision Department. In the past, she has held various leading and analytical positions in the fields of banking supervision, financial services, state aid and economic policy at the Bank, as well as the Ministry of Finance, the Bank Association, and Chamber of Commerce and Trade of Slovenia. She is currently member of Supervisory Board of the European Central Bank, she had been also the Alternate Governor at the IMF and the WB, the member of the Economic and Financial Committee of the European Council, the member of Executive Committee at the European Banking Federation. Ms. Vodopivec Jean holds an M.A. from the University of Ljubljana.

Who should attend

This online meeting is available only by invitation. It will take place on Tuesday, May 16 at 14:00-16:00. Its target group are senior staff of banking regulation and supervision departments at central banks and banking supervision agencies in the CEF constituency. The meeting will be delivered in English, and highly participatory. Participants will be encouraged to share their experiences and country practices.
