WeLead: Study Visit for HR Professionals

Western Balkan economies are among the most affected by brain drain in Europe, a challenge in the Western Balkans that needs high attention. To effectively address brain-drain, the human resource function needs to be strengthened through the development of capabilities for effective human and institutional knowledge management.
As part of the “WeLead EU Scheme for Young Professionals in the Western Balkans” project, we are organizing a visit for HR professionals from public institutions in the Western Balkans to Finland to get to know their Central Government Human Resources Strategy and Finnish institutions to offer opportunity to learn from these experiences and potentially apply practices in their countries.
Finnish Central Government Human Resources Strategy is designed to align the HR practices of the central government with its core values and future goals. It emphasizes creating a cohesive operating culture and enhancing management practices to support the overall objectives of the government. The strategy is structured into three action periods, each focusing on specific initiatives at both the central government and individual agency levels. This phased approach ensures that the strategy can be implemented effectively and adapt to changing needs over time. A key aspect of the strategy is its collaborative nature. It was developed with input from all government employees and will be implemented with their active involvement. Overall, the strategy aims to create a resilient and adaptable workforce capable of meeting future challenges and supporting the goals of the Government Program.
During the visit we will meet with important stakeholders in the implementation of the Central Government HR Strategy such as Ministry of Finance, HAUS Finnish Institute of Public Management, Finnish Digital Agency, Ministry for Foreign Affairs and City of Helsinki.
