At this interactive, country-specific workshop the participants will enhance the annual planning and coordination of the Economic Reform Programme (ERP) process. Namely, the ERP process is carried out in annual cycles and is a highly collaborative one: it reaches out across a large number of line ministries and government institutions and it can involve businesses, the civil sector, and academia. The ERP development also requires close cooperation and support by the top leadership in the governments of the country and at the European Commission (EC), as the programme needs to be adopted by the governments and is then being assessed and discussed by the Economic and Financial Affairs Configuration of the European Council, in a process that is very similar for the EU member states.

What will you learn

The complex ERP process is led by a Coordinator for the Economic Reform Programme (ERPC) and their close teams. Together they make sure to understand the ERP development process, coordinate all line ministries involved in drafting, costing, and budgeting according to the Guidance Note of the EC, etc. This task sometimes means coordinating over 15 government institutions and communicating with the EC during negotiations, assessment, and coordinating assistance.

At this workshop, we will address this complexity by:

  • Enabling team planning for smooth implementation of the ERP process
  • Facilitating discussions related to potential gaps in coordination, information flow, authorizations, collaborations
  • Do’s and Don’ts of ERP Coordination
  • Bringing together the many participants in the ERP process and supporting the ties between them

These learning objectives will be achieved through a face-to-face workshop with a length of one day.

Recommendations for collaborations after the event, led by the ERPCs:

  • Aligning the ERP calendar with other important country-specific calendars (like the budget, and similar)
  • Sharing the challenges in different institutions and analyzing the do’s and don’ts
  • Collaborate toward a holistic approach to the preparation of structural reform measures

The workshop will be a place for the participants to clarify any open questions about the ERP cycle and content and share their experiences. The open space and environment of the workshop will give everybody an opportunity to contribute and participate.

This learning initiative will be delivered in the local language, and highly participatory.

 

Who should attend

Officials of policy, budget, and analytical departments of line and finance ministries involved in the planning, design, and coordination of structural reforms outlined in the ERP; ERP coordinators and their teams.

No fee will be charged to officials in the public sector. Transfers, accommodation, and meals during the event will be funded for up to 21 officials per country. Applications of additional self-funded candidates will be considered, as far as space permits. Candidates will need to be approved by the CEF; selected candidates will be informed a week after the application deadline.
