Strategic Framework of ReSPA 2016 - 2020
Two years ago the Regional School of Public Administration (ReSPA) published a strategic framework for the years 2016-2020. The strategic framework outlines the key objectives of ReSPA, an international organization which aims to increase regional cooperation amongst public administration in the Western Balkans, and targets three broad key goals. These are intended to be carried out through ReSPA’s regional networks which operate at Ministerial, Senior Official and Working Group levels in order to deliver comprehensive reform to public administration.
The first goal that is outlined in the report is to make a significant improvement in the World Bank governance index in the ratings of; Government Effectiveness, Regulatory Quality and Control of Corruption. The second is to increase the capacity of public administration in the ReSPA members to aid the European integration process and the third is to modernize public administration and build a shared commitment to a quality public service.
While these are ambitious goals, especially if ReSPA are to enact them in the six countries who are its members (Albania, Bosnia and Herzegovina, Croatia, Republic of Macedonia, Montenegro, and Serbia) the framework nonetheless provides plans for enacting the goals by supporting members in implementation of good governance and promoting quality in public services throughout the region. In practice this has taken the form of workshops, conferences and summer schools each with a specific focus which helps achieve one or more of these goals. Which is unsurprising as the strategic framework states that each activity is tested against the strategy and priorities are assigned according to interventions that are most likely to achieve real impact both in its activity area, and also in the wider context of national and regional change.
