Sharing Lessons on Reform Agenda Reporting

From April 8 to 10, 2025, representatives from the Western Balkans, together with colleagues from Türkiye, Ukraine, and Moldova, gathered for a regional learning event to share experiences and lessons learned in reporting on the implementation of their Reform Agendas. The event was delivered as part of the EU-funded multi-beneficiary project “Structural Reforms Better Integrated Within Fiscal Frameworks” (FISR 2), implemented by the CEF.

The event provided valuable insights into the practical challenges countries face in reporting on their Reform Agendas. Participants identified several recurring issues, including short deadlines—particularly for Annual Reports—insufficient understanding of reporting requirements by institutions, and the lack of fully developed monitoring systems, such as IT platforms and clearly defined procedures. Additional challenges included unresolved questions around audit procedures, translation of legislative documents, differing interpretations of achievement levels between the EC and national institutions, and the increasing complexity of reporting due to a growing number of steps.

To address these challenges, several recommendations emerged from the discussions. These included establishing strong coordination mechanisms among key national stakeholders—such as the government, line ministries, ministries of finance, and ministries of European affairs—and preparing dedicated action plans to strengthen monitoring and reporting systems. Participants also highlighted the importance of ensuring that reforms are properly costed to support both planning and implementation. These measures, together with timely consultations with the EC and national stakeholders, are expected to improve the overall quality and efficiency of Reform Agenda reporting.
