Putting Energy Sector Reforms in Focus

We recently welcomed key policymakers from the Western Balkans, Türkiye, Ukraine, and Moldova to a workshop addressing the pressing challenges in the energy sector. As part of the EU-funded multi-beneficiary project "Structural Reforms Better Integrated Within Fiscal Frameworks" (FISR 2), the workshop provided a platform to review obstacles in energy policy, assess ongoing reforms, and explore best practices from EU member states.

A key focus of the workshop was the alignment of energy sector reforms with the European Green Deal, examining how the Economic Reform Programme (ERP) and Reform Agenda (RA) address critical challenges and comply with EU policy guidance. Participants analyzed the costs and budgets associated with energy reforms, gaining insights into effective methodologies for reform design and implementation.

Throughout the event, participants explored emerging trends in the European energy market and discussed the future demands. They also tackled key issues such as carbon pricing, derogations, and implementation challenges. They were also introduced to a structured 11-step approach to energy sector reform planning, ensuring an interactive and hands-on experience.
A significant part of the workshop focused on the CEF's methodology for "Economic Impact Assessment of Structural Reform Measures." Participants worked with a Spreadsheet Toolkit to independently assess how different reform options contribute to economic growth and employment in the medium term. The toolkit facilitated quantitative analysis of reforms in renewable energy sources, energy efficiency, emission trading systems, and tariff adjustments.

With the support of the Ministry of Foreign and European Affairs of Slovenia, we were also happy welcome the first participants of 2025 for the Capacity Development of Ukraine and Moldova in the area of Public Financial Management and Central Banking project. Officials from the Ministries of Energy of Ukraine and Moldova joined the workshop, further enhancing regional cooperation in energy reform and capacity development.

The event highlighted the critical role of strategic planning and evidence-based decision-making in energy policy, providing participants with practical tools to drive impactful reforms in their respective countries. It was delivered at the CEF on February 18-20, 2025.
