Performance Management in Tax Administration
This course was delivered as part of the Supporting Capacity Development of Tax Administrations in South East Europe project primarily supported by the Dutch Ministry of Finance, Center of Excellence in Finance (CEF), International Monetary Fund (IMF), and France Expertise. The overall objective of the project is to contribute to strengthening of beneficiary institutions’ capacity in implementing the EU’s recommendations under which the revenue authorities can deliver tax compliance risk management.
What was it about
Performance management in tax administration is assuming greater importance across South East Europe (SEE) as it provides feedback about internal business processes and external outcome and is as such an essential part of the broader processes of strategic and operational planning. Having good performance management systems in place helps tax administrations better execute their mandate of collecting and administering performance targets that have been adopted.
The course looked into facilitating a shared view on how tax administrations apply performance management at the strategic, operational as well as individual staff member levels. It explored different approaches and experiences in monitoring and assessment of the tax administration’s operations. Of course, a tax administration’s performance has a big impact on thousands of businesses. In this context, the course reviewed procedures and practices that proved to be inefficient and resulted into high taxpayer compliance costs and provided alternative solutions that can influence the improvements in operations of tax administration.
Part of the course was also devoted to the presentation of the IMF’s approach to performance management and the Tax administration Diagnostic Assessment Tool (TADAT). This tool has been designed to provide an objective assessment of the health of key components of a country’s system of tax administration.
What were the benefits
The course provided a platform through which participants were able to interact with each other and address common challenges across different areas of operation in their organizations. These further illustrated the important implications of discussed subject matters for participants’ own working practices.
By the end of the course, participants:
- Learned about the key tasks in implementing a performance management system
- Discussed key performance indicators along with the measurement methodologies at the strategic and operational levels
- Discussed bottlenecks to effective and efficient operations and ways to overcome them
- Received insights into what has been the experience with performance management in different countries across SEE
