Outcomes of In-country Meetings on Revenue Management on a Sector Level
We facilitated round-table discussions in Albania, Moldova and Serbia for the project on Revenue Mobilization and Management in Sectors (RMMS) to collect feedback on case studies from local officials. The aim of our tour was to determine the region’s interest in revenue management on a sector level, which will help us identify ways to support their capacity development through future learning initiatives.
Representatives of ministries of finance, various line ministries, and other local authorities participated at meetings that were held in the period of March 8–15, 2016.
At the meeting in Belgrade, Serbia the authors of Serbian case study, Dušan Vasiljević and Majda Sedej, presented their findings on fees and charges in the environment protection sector. The presentation was followed by an active discussion, which mainly reflected the organizational positioning of the responsible unit for revenue administration.
The author of Albanian case study on fees and charges in the water sector, Arjana Dyrmishi, presented her findings at the meeting in Tirana. The discussion was active and participatory, and tackled the issue of cost calculation.
At the meeting in Chisinau, Viorica Neclea presented Moldovan case study on fees and charges in the health sector. A fruitful discussion took place afterwards. Representatives from the Ministry of Health mentioned that the topic is of high importance and will be taken into consideration in their further work. The presentation also motivated officials to conduct additional surveys and improve the list of performance indicators in the program budget.
All authors received feedback that they will incorporate into their research. Information exchanged during the tour also helped the leading expert, Marjan Nikolov, determine aspects to focus on in more detail in his background paper on RMMS. Local officials gave feedback on the organization of this field tour, mentioning that the initiative is very welcome and pointing out the need for additional expertise to be undertaken in different areas of state services; as well as the need to seek for the best practices in the region. They also stated that the results of the studies under the RMMS project could be a base for improving the management of the collected revenues, and not just in the health sector. They felt motivated to discuss the existing problems and search for optimal solutions.
