New Project on Good Financial Governance in Revenue Mobilization and Management in Sectors
In the upcoming months, we will look with international partners and experts from CEF constituency countries into the so far less addressed area of Good Financial Governance in Revenue Mobilization and Management in Sectors. The CEF has recently won a GIZ grant to carry out a project on that topic. The idea initiated in 2015 by the GIZ as a result of a CEF learning initiative addressing Budget Submissions of Line Ministries, where finance officials in South East Europe revealed challenges their ministries face with respect to mobilizing domestic resources, and expressed the need to strengthen the revenue management in line ministries.
The project will engage Country Experts in generating and discussing case studies on Albania, Moldova, and Serbia, which will be complemented by a case study on Germany, as well as other countries who may wish to contribute on their own account. Those case studies shall promote a better understanding of challenges and best practices in managing fees and charges levied at sector level; and help strengthen the conceptual understanding of revenue mobilization and management in sectors, which are needed to better guide and enable line ministries in future.
Target audience are public finance officials of ministries of finance, line ministries, tax authorities, and other government entities involved in managing public revenues; advisors at international development partners supporting line ministries in strengthening their financial governance, and others generally interested in better understanding of the subject.
The project is envisaged to be finalized by the end of June, 2016, resulting in a publication of the outcomes of the project, which will also be incorporated in future CEF learning initiatives. The project has been initiated by establishing an Advisory Panel of international experts, and recruiting a lead expert who will do background research to anchor the project.
