CEF Launches Strategic Direction 2025–2029

We are pleased to share our updated Strategic Direction for 2025–2029, which builds upon and refines our 2022–2026 strategy. This update reflects key shifts in our environment, our transition toward multi-year project funding, and valuable lessons learned from our work.

As we move forward, we remain committed to serving as a leader in learning, inspiring public officials at individual, team, and institutional levels to shape governance in their respective fields. Our ultimate aspiration is to contribute to successful economies and fair societies across our region.

At the core of this commitment is our dedication to supporting public institutions in becoming learning organizations. By practicing the building blocks of a learning organization, public officials grow into confident, networked leaders who drive reforms, strengthen teams, and enhance institutions' ability to deliver better outcomes for society.
With over two decades of experience, the CEF has developed and refined these practices, and we are eager to share our insights with partners. As CEF Director Ms. Jana Repanšek emphasizes, transforming institutions into learning organizations is not just an institutional goal—it is a driver of societal progress. "Institutions that prioritize learning and collaboration are better equipped to respond to the needs of their citizens, adapt to changing circumstances, and drive positive change. However, this transformation starts at the individual level. If we want to change the world, we must first start with ourselves, influencing change also at team and institutional levels."

Building on this vision, we continue to evolve as a trusted learning organization, dedicated to:

  • Working closely with ministries of finance, central banks, and tax administrations as our primary audience.
  • Aligning our priorities with regional strategic goals while also addressing key trends such as green and digital transformations and gender equality.
  • Implementing innovative, multi-year capacity development projects in partnership with an expanding network of knowledge partners.
  • Ensuring that our learning initiatives are deeply rooted in real-world technical, leadership, and institutional challenges faced by individuals, teams, and institutions.
  • Maintaining our role as an inclusive, trusted partner, fostering dialogue and cooperation.
  •  Contributing to the 2030 Agenda, particularly SDG 16 (peace, justice, and strong institutions) and SDG 17 (partnerships), supporting EU accession processes, and contributing to the Enhancing the European Administrative Space (ComPAct) initiative.
