Balancing Tradition and Innovation: How to Lead Change in the Public Sector
We are pleased to share reflections from Viktor Cvetikj from the Ministry of Finance of the Republic of North Macedonia, on his experience attending the "Innovations and Service Delivery in the Public Sector" course. Delivered as part of the EU-funded »WeLead: EU Scheme for Young Professionals in the Western Balkans« (WeLead) project, the course provided Mr. Cvetikj with a transformative experience that redefined his understanding of innovation in public service. The hybrid workshop—combining online sessions with future in-person components—offered invaluable insights into driving meaningful change in governance.
"From the outset, the course emphasized that innovation in the public sector is not just about adopting new technologies or crafting cutting-edge policies. Instead, it’s about fostering a culture that embraces experimentation, learns from the past, and prioritizes continuous improvement. We were challenged to think beyond traditional governmental structures and practices, which often struggle to keep pace with the rapidly evolving needs of citizens. This shift in mindset stood out as a critical takeaway: true innovation in public sector is as much about changing attitudes as it is about changing systems to serve the public better.
A key takeaway for me from the course was the importance of balancing innovation with insights from past experiences. The course highlighted that innovation does not always require reinventing the wheel; sometimes, success lies in refining existing systems and building on what works. This perspective provided a practical and effective way to address challenges in the public sector.
The online part of the course focused on navigating the complexities of government systems, emphasizing the delicate balance public sector leaders must maintain between driving progress and respecting established processes, regulations, and structures that underpin public service delivery. Participants explored practical tools and frameworks for fostering change, including strategies for building coalitions, influencing decision-makers, and overcoming resistance. The course helped me understand the importance of developing strategies that enable progress without dismantling existing structures. One key tool we explored was the concept of incremental change—building momentum for larger reforms by starting with smaller, manageable projects that demonstrate success. This approach resonated with me, especially as I often feel overwhelmed by the scale of challenges facing the public sector. Incremental innovation offered a practical and approachable framework for driving meaningful and sustainable change.
One of the most inspiring themes was the emphasis on collaboration and inclusivity as cornerstones of innovation. We learned that transformative ideas often originate from individuals on the ground and are not solely the responsibility of formal leaders. This reinforced my belief in the importance of empowering teams at all levels to share their insights and solutions. We also explored how to create environments where all voices—regardless of rank or position—are heard, framing this not just as a best practice but as an essential ingredient for sustainable change.
Another powerful takeaway was the interactive discussions and exercises on the concept of public value as a guiding principle for decision-making. Instead of viewing public service as a rigid system focused solely on efficiency or process, the course encouraged us to assess it through the lens of its broader impact on citizens' lives. This perspective helped me rethink what "success" in the public sector truly means and how, as future leaders, we can align our actions with the greater good of the communities we serve.
The course concluded with a call to action: to lead with empathy, inclusivity, and openness to new ideas. Effective leadership in the public sector requires constant reflection—not just on the outcomes we achieve but on how we develop and implement the policies that shape those outcomes.
The "Innovations and Service Delivery in the Public Sector" workshop was a profound learning experience, offering invaluable insights into how innovation can be integrated into public service. As a participant, I left the course feeling inspired and equipped with new strategies to drive positive change in my own work. The tools and frameworks we explored, combined with the collaborative and inclusive approach to problem-solving, gave me a clearer understanding of how we can collectively transform the public sector to better serve the needs of citizens.
For anyone in or aspiring to public sector leadership, I cannot recommend this course enough. It is a unique opportunity to develop the skills and mindset needed to create meaningful, sustainable change and to build a public sector that truly serves its citizens."
