Planning Green Policies and Their Implementation

Jun 17 – 19, 2025 CEF, Ljubljana, Slovenia No Fee

About this learning event

The Western Balkan countries have committed to achieving a carbon-neutral continent by 2050 in collaboration with the EU. This involves mainstreaming a strict climate policy and reforming the energy and transport sectors. Despite comprehensive EU policies, the region faces significant implementation challenges.

In this workshop, we will explore measures to combat climate change:

  • Updating existing regulations: We'll take a closer look at existing strategies in the Western Balkans, uncovering both their successes and the challenges they face in implementation. Through dynamic, hands-on activities like role-playing and mock drafting, participants will gain practical tools and insights to effectively revise and enhance current policies, ensuring they meet the demands of a rapidly evolving energy and climate landscape. Additionally, we will explore the most recent regulatory shifts and standout national energy and climate plans from across the EU—highlighting best practices and innovative approaches that drive real impact.
  • Implementing carbon pricing: We will focus on current and emerging carbon pricing frameworks within the EU, including national-level initiatives and legislative efforts to strengthen climate action. Practical examples will demonstrate how carbon pricing is being integrated into broader energy and climate policies to drive decarbonization. Through examples, simulations and discussion participants will understand how carbon pricing can reduce emissions and stimulate clean technology.
  • Phasing out coal and transitioning to renewable energy: We will examine the shift from coal to renewable energy sources like wind and solar, with several case studies. Participants will learn how to develop strategies for integrating renewables into existing grids.
