Managing Structural Reforms in the Energy Sector and their Impact Assessment
About this learning event
At this event we will review the key obstacles faced by the Western Balkans and Türkiye in energy policy area, analyzing how the reforms outlined in the Reform Agenda (RA) and Economic Reform Programme (ERP) adequately address these obstacles and respond to EU policy guidance. The event will be the opportunity to discuss the challenges involved in designing reforms in energy sector, estimate associated costs and budgets, as well as to learn the best practices and methodology in this regard. Examples from EU member states will be presented, showcasing how they reform their energy sectors to align with the European Green Deal and generate potential for sustainability. This will set the stage for an open discussion on the challenges of implementing energy sector reforms in the Western Balkans and Türkiye.
An important part of the workshop will provide insights into the CEF's methodology for 'Economic Impact Assessment of Structural Reform Measures', outlining possible approaches for conducting impact assessment. Participants will work with Spreadsheet toolkit, calibrated for their country, and independently perform the assessment of how different energy reform options contribute to growth and employment, from a medium-term perspective.
Who should attend
This event is designed for officials from line ministries who have contributed to the preparation of the RA and ERP, as well as those leading the implementation of reforms in the selected policy area outlined in the RA/ERP. This includes officials from ministries of finance (MoFs) and relevant line ministries involved in the energy sector.

Practical information
