About this learning event

Delegation of the Ministry of Finance of Montenegro will conduct a study visit to the Ministry of Finance of Croatia hosted by their Central Harmonization Unit. This study visit aims to provide participants with hands-on insights and practical knowledge in the areas of managerial accountability and internal controls, internal audit, and risk management. By learning from Croatia’s experience, participants will gain a deeper understanding of best practices, challenges, and the role of EU support in enhancing public financial management and governance. The visit will also facilitate the exchange of experiences, foster professional networking, and support the improvement of internal control systems and audit processes in their respective institutions. Participants will gain a deeper understanding of governance, internal control, and audit frameworks in an EU member state. They will acquire practical tools to enhance internal controls and audits, foster collaboration with Croatian experts, and develop a roadmap for aligning national practices with EU standards.

During this study visit, participants will:

• Get a better understanding of the alignment between budget planning and management structures to enhance accountability and efficiency.
• Examine best practices in delegating authority and ensuring effective decision-making processes. 
• Learn how Croatian institutions assess the quality of established internal controls through external and internal evaluations.
• Identify key challenges and solutions for effectiveness of the internal control mechanisms
• Discuss how to monitor efficiency of risk management.
• Discuss methodologies for external quality assessment in internal audit and how to implement new Global Internal Audit Standards.

Who should attend 

This study visit is designed for officials working in the Ministry of Finance of Montenegro, Central Harmonization unit and budget department.

Faculty

This study visit will be delivered in cooperation with the experts from the Ministry of Finance of Croatia, Central Harmonization Unit.
