Navigating the Implementation of the Reform Agenda
This workshop is delivered as a continuation of support to the EU candidates and potential candidates in the implementation of Reform Agendas (RA) under the EU Reform and Growth Facility for the Western Balkans (RGF). It is delivered as part of four-year multi-beneficiary capacity development project funded by the European Union “Structural Reforms Better Integrated Within Fiscal Frameworks” (FISR2) implemented by the CEF. The workshop is organized in cooperation with the Office of the Prime Minister (OPM), Government of Kosovo*.
About this learning event
This two-day event will address the coordination aspects essential for successful transition of the RA from the preparatory phase into the implementation phase. With the first reporting package just around the corner, good coordination is crucial for assuring RA implementation is successfully managed.
What will you learn
By attending this workshop, you will be able to work with the RA Coordination (RAC) team and other colleagues involved in the implementation process of Kosovo’s RA,, CEF experts and representatives of the Delegation of the European Union to Kosovo. Together, we will address how to swiftly transition from planning to implementation by sharing insights into:
- Implications stemming from the Reform and Growth Facility Regulation
- Obligations of Kosovo’s RA as an EU integration reform instrument and their implementation
- The institutional coordination system designed for the implementation of the RA
- Planning the process of implementation of Kosovo’s RA as a comprehensive reform package (RA, RGF Agreement Loan Agreement, EC’s RGF regulation and RGF RA implementing decision), synchronized with internal planning of the Government and other institutions involved
- Methodology for costing and budgeting RA reforms
- Mobilizing stakeholders involved in the implementation process
- The monitoring, reporting and evaluation system and obligations stemming from it, including RA reporting “tips and tricks”
The event is designed in close cooperation with RAC team of Kosovo at the OPM and the CEF, in consultation with RA working group members. It builds on the experience and series of the CEF events for the public officials from Kosovo and the WB region, that were delivered in the past periods.
The CEF Webinar “Effective Coordination Structures for Monitoring of the Implementation of the RRF” will be integrated in the agenda of the first workshop day.
Who should attend
This event is intended for officials involved in the implementation of the RA, i.e., the RAC team / RA working group members and representatives of the Delegation of the European Union in Kosovo; as well as other representatives of public institutions involved in coordinating and implementing the RA, e.g. representatives of the OPM departments for European integration as the main coordinating institution, as well as cabinets and Departments of European Integration and Policy Coordination (DEIPCs) of ministries and equivalent units of other institutions in charge of implementation.

- This event will take place at Hotel International Prishtina, in Prishtina, Kosovo. The meeting room will be directly connected to the webinar during its duration in the first day.
- The event will be held in English language. Interpretation between English and Albanian will also be provided.
