Advancing Public Sector Asset Management: Sharing Good Practices and Fostering Cooperation

About this learning event

This workshop will provide a platform for sharing knowledge, experience, best practices, and recommendations among key stakeholders engaged in developing public sector asset management (PSAM) policy frameworks and public officials responsible for managing public sector asset portfolios and engaged in the development, execution, or supervision of state asset management (reform) activities, as well as politicians (appointed officials) and public sector accountants and auditors, both regionally and globally. The event will also address change management towards a more managerially oriented approach to governance and asset management decision-making issues, with a particular focus on ensuring the quality and sustainability of public services.

Renowned international and regional experts will guide you through a selection of public sector asset topics, including: the importance of continuous training and sustainable PSAM Community of Practice capacity building; information needs for sound public sector fixed asset management; the contribution of asset management to the pursuit of SDGs; the accountability for entrusted resources; the role of Supreme Audit Institutions in fostering reforms; and other significant public sector financial (asset) management challenges (e.g., quality of financial reports; asset management and debt sustainability; resilience and recovery reports).

What will you learn

In this workshop, we will:

  • Discuss the 3-year Efficient Public Sector Asset Management (EPSAM) Program’s accomplishments so far and outline the next steps.
  • Identify interests, opportunities, and strategies to sustain the EPSAM program.
  • Discuss information needs for sound public sector asset management (what information is necessary to improve decision-making concerning fixed public-sector assets).
  • Discuss the contribution of asset management to sustainability.
  • Highlight the need for enhancing accountability for entrusted resources, with specific respect to implementing SDGs.
  • Present the role of Supreme Audit Institutions in strengthening accountability and transparency in PSAM.
  • Discuss public financial (asset) management challenges and changes needed to pursue a more managerially oriented approach to governance.

The above topics will be addressed through structured presentations/case studies and panel/round table discussions

Target audience

The workshop targets public officials and experts responsible for managing public sector asset portfolios and engaged in the development, execution, or supervision of state asset management (reform) activities in their countries. More precisely, from CEF constituency countries, but also from countries facing similar challenges, our target audience includes:

  • Senior officials (policy makers) at the Ministry of Finance and other ministries engaged in public-sector fixed asset management.
  • Public sector managers and directors engaged in the design and implementation of public sector accounting reforms.
  • Public sector managers and directors engaged in asset management processes, in developing and maintaining asset records, and in managing asset portfolios.
  • Representatives of Supreme Audit Institutions.
  • Politicians with an interest in public sector asset management.
  • Representatives of academia in the areas of public-sector management, accounting, and auditing.

Practical information

The workshop will be held in Ljubljana and will be delivered face-to-face. No fee will be charged for attending the workshop and meals will be provided during the event. However, travel and accommodation costs will be covered only for a limited number of participants of the EPSAM project.
