Cooperation with the IMF
In recent years, there has been growing pressure on countries in SEE to further reform their PFM and revenue administration systems. The impact of the global financial crisis has additionally focused attention on the need to intensify efforts to complete ongoing reform priorities to ensure that countries are better prepared to deal with future economic shocks. Specifically, countries in SEE are being strongly encouraged to develop stable macroeconomic frameworks; transparent and credible tax systems; sustainable revenue mobilization improvements, comprehensive multi-annual budget frameworks; performance oriented budgets; predictable budget execution processes with strong controls at each stage of the expenditure process; reliable accounting systems; strengthened public internal financial controls; and enhance external scrutiny and audit arrangements.
The high-level event aims to bring together ministers of finance and governors of central banks in SEE to share views and experience on how to strengthen good governance in the region through increased fiscal transparency, and confirm the support for the joint regional endeavors of both the CEF and the IMF to strengthen good governance in public financial management and revenue administrations through training and technical assistance. The event will be organized back-to-back with the 14th CEF Supervisory Board meeting.
