About this learning event
The Training-of-Trainers workshop will give experts from line ministries (and other relevant budget users) a frame of reference for understanding how learning works and will aim to inspire them to design and deliver training and learning activities.
To establish well-functioning macro-fiscal frameworks, ministries of finance need appropriate inputs from line ministries. Strengthening line ministries’ training capacities in public financial management would help beneficiary countries develop their own experts’ skills to become trainers.
This workshop supports one of the aims of the SPB project to identify future change agents at both finance and line ministries who will be involved in sharing technical knowledge on strategic planning and budgeting with their colleagues at finance ministries, line ministries, and at international forums such as CEF’s learning events.
We take an experiential approach to the workshop where participants engage in context-driven, real-life activities and collectively reflect on their performance and come away with “lessons learned”.
What you will learn
This learning event will introduce participants to different theories of learning to help them identify and understand their disposition toward learning. Aspects, such as what makes the learning event meaningful and what does not, will be discussed. The course will also provide practical guidance on how to give a powerful and dynamic lecture. Participants will have the opportunity to enhance their skills for developing the confidence and capability to give an engaging lecture.
How you will benefit
Workshop sessions are highly interactive. Participants are encouraged to share their experience, recognize and encompass different perspectives, and work in teams. There is an online working space for developing a common understanding of the key concepts prior to their arrival to the face-to-face sessions.
The aims of the workshop are to:
- Share a language about learning and training
- Explore different ways to give a powerful and dynamic lecture
- Develop the confidence to take a lead in a training or learning activity
Who should attend
This workshop is designed for public administration officials from line ministries and other relevant budget user institutions, who are involved in the design, implementation, and coordination of medium-term macroeconomic and fiscal policies and require skills for delivering lectures

Faculty
Beverly Wenger-Trayner, Social Learning Theorist and Consultant
Beverly is an international consultant for organizations developing strategic learning for better results. As well as writing and giving lectures about social learning she also runs training workshops and consults for organizations who are concerned with scaling and spreading learning across boundaries such as silos, countries, or regions of the world.
CEF co-facilitators:
Robert Bauchmüller
Robert has been working for the CEF since 2010 as manager of the program on Building Capacities in Policy Design and Implementation, facilitating policy discussions in SEE. He has designed and managed the Fiscal Impact Assessment of Structural Reforms project, and is now in charge of the delivery of Strategic Planning and Budgeting project. Robert leads the CEF’s research and design efforts to incorporate capacity development needs of line ministries into the CEF learning program.
He was a research fellow at the Graduate School of Governance at Maastricht University, while undertaking PhD research in public policy analysis, which he successfully completed. There he also gained experience in teaching at the graduate and undergraduate levels, and managed learning programs delivered in cooperation with UNICEF and the ILO.
Robert holds an MSc degree in Economics from Maastricht University. He has been abroad for several exchange and research visits, for example, to the Warsaw School of Economics, the University of Essex, and the Governmental Research Institute AKF in Copenhagen.
Matija Čarman
Working on workshops and seminars programs, Matija develops topic areas program and coordinates learning events of Central Banking and Soft Skills to Support Reforms, supporting and facilitating the learning process. Leading this Training of Trainers workshop represents a new challenge for him, because of a different approach of delivering workshops.
He holds Bachelor’s degree in Business Informatics, during which he also made an exchange on International Business Management at EDHEC Business School in Lille, France. Currently he is pursuing his Master’s in Bank and Financial Management at the University of Ljubljana.
Ana Frangež
Ana works as a Project Manager in the team for certification programs for internal auditors and accountants in public sector in South East Europe and is involved in project training design and implementation - from preparatory activities to actual delivery of training. She is often in the classroom facilitating Training of Trainers courses for tutors of the certification program. So far Ana has been involved in training of trainers as a participant, observer, organizer and facilitator as well. She likes when there is a lot of interaction in training and when people enjoy learning.
She likes hot weather, cooking and sailing - in her perfect world, there would be no winter and lots of free days to do all that.
Kaja Jurtela
Kaja joined the CEF in 2013 and is involved in design, delivery, and evaluation of Accounting and Auditing learning events at the CEF.
She holds a BSc from the University of Ljubljana and is currently pursuing a Master’s degree in Finance and Banking at the University of Maribor, Slovenia.
Luka Zupančič
Luka has been working for the CEF since March 2013, where he helps prepare workshops and seminars. He works on the Strategic Planning and Budgeting project, funded by the EU. The overall objective of the SPB project is to contribute to strengthening of beneficiary countries’ capacity to design and implement medium-term macro-fiscal policy.
Luka also works on collecting value-creation stories which enable the CEF better understanding of the impact of its training activities on the work of individual participants, as well as their organizations.
He holds a BSc in Political Science / International Relations from the University of Ljubljana.
