Coordinated Implementation of the Reform Agenda and/or Preparation of the 2026-2028 ERP
About this learning event
Beneficiary-specific workshops in Western Balkans will mark a continuation of the CEF's commitment to supporting EU candidates and potential candidates. It is designed to support the initiation of the Reform Agenda (RA) implementation process and the preparation of the 2026-2028 Economic Reform Program (ERP) in line with the latest European Commission Guidelines.
The content will be tailored to the specific needs of the beneficiaries under FISR 2 project and may include one or more of the following:
- Determine the activities required for both quantitative and qualitative steps of the reforms outlined in the RA and estimate their costs according to the Methodology for Costing and Budgeting Reforms from the RA. This will ensure that reforms are timely prepared for inclusion in the 2026 national budget and in the ERP Chapter 4.
- Prepare a coordination plan for implementing the RA that includes timeline, roles and responsibilities, steps/deliverables, and internal reporting requirements while promoting active participation from line ministries.
- Strengthen inter-institutional coordination mechanisms for monitoring the RA implementation by producing regular progress reports for the EC, government, and stakeholders. This includes improving the narrative, explaining indicators, and highlighting the impact of reforms.
- Develop skills needed to assess the economic and employment impact of the key structural reforms from the RA, to ensure this information is embedded in the ERP Ch.5A and/or RA implementation reports.

This event is intended for the RA and ERP Coordinators, RA and ERP preparation working group members from line ministries and ministries of finance.
